Clare, saffron should be fairly readily available. I don't believe
that saffron oil is worth thinking about - it probably contains a
whole lot of other stuff apart from saffron. The best way to buy it
is as strands (over here, we get 4 packets of 0.4 grams for $2.50,
about 1/20 ounce all told).

I am attaching a file with paella recipes - in particular, they also
tell you where you can get saffron in your area. Note that you need a
LOT of saffron in a real paella (for a paella for 6 people, you need
about 3 grams or 1/10 ounce). The flavour cannot be matched by any
substitute.
